This article summarizes the logic defining the Strategic Highway Safety Plan Emphasis Areas for NMDOT in all applications.

The following values are nested under the SHSP Emphasis Area filter. This filter is available in all applications to help identify crashes related to one of the NMDOT Strategic Highway Safety Plan emphasis areas.

Each value is available under the SHSP Emphasis Area filter, and the defining logic is detailed below.

High Priority Emphasis Areas


Roadway Departure

The following logic is used to determine if crashes are considered Roadway Departure:

First Harmful Event - Manner of Impact = Any of the following: Front-to-Front, Sideswipe

OR

First Harmful Event = Collision with Fixed Object

OR

First Harmful Event Analysis = Overturn/Rollover


Distracted Driving Involvement

The following logic is used to determine if crashes are considered Distracted Driving Involved:

Contributing Factor - Driver Distracted by Texting = Yes

OR

Contributing Factor - Driver Distracted by Talking on Cell Phone = Yes

OR

Contributing Factor - Driver Distracted by Talking on Hands-Free Device = Yes

OR

Contributing Factor - Driver Distracted by Other Activity = Yes

OR

Contributing Factor - Driver Inattention = Yes


Impaired Driving

The following logic is used to determine if crashes are considered Impaired Driving Involved:

Alcohol Involvement = Involved

OR

Drug Involvement = Involved


Speeding/Aggressive Driving

The following logic is used to determine if crashes are considered Speeding/Aggressive Driving:

Contributing Factor – Excessive Speed = Yes

OR

Contributing Factor – Speed Too Fast for Conditions = Yes

OR

Driver Action – Operated MV In Reckless or Aggressive Manner = Yes


No Use of Safety Restraint

The following logic is used to determine if crashes are considered No Use of Safety Restraint:

Occupant Protection Properly Used = Any of the following: Restraints-Not Installed, Restraints Installed but Not Used

OR

Occupant Protection = Child Restraint Not Used


Motorcycle Involvement

The following logic is used to determine if crashes are considered Motorcycle Involved:

Motorcycle Involvement = Involved


Tribal Lands

The following logic is used to determine if crashes are considered Tribal Lands:

GIS-Derived Reservation = Any text value


Younger Driver Involved

The following logic is used to determine if crashes are considered Younger Driver Involved:

Driver Age = Any of the following values: 15, 16, 17, 18, 19, 20


Intersection Related

The following logic is used to determine if crashes are considered Intersection Related:

Intersection Type = Any of the following values: "Five-Point or More," "Four-Way," "Roundabout," "Traffic Circle," "T-intersection," "Y-intersection," "L-intersection."


Priority Safety Emphasis Areas


Older Driver Involvement

The following logic is used to determine if crashes are considered Older Driver Involvement:

Age = 65 or greater


Heavy Vehicle Involvement

The following logic is used to determine if crashes are considered Heavy Vehicle Involvement:

Heavy Vehicle Involvement = True


Inclement Weather

The following logic is used to determine if crashes are considered Inclement Weather:

Weather = One or more of the following values: "Blowing Sand, Soil, Dirt," "Blowing Snow," "Cloudy," "Fog, Smog, Smoke," "Raining," "Severe Crosswind," "Sleet or Hail," "Snowing," Freezing Rain," "Freezing Drizzle," "Wind," "Other."


Emergency Medical Services

The following logic is used to determine if crashes are considered Emergency Medical Services:

Medical Transport = One or more of the following values: "Yes," "EMS Ground," "EMS Air," "Law Enforcement," or "Other."


Sleepy/Fatigued Driving

The following logic is used to determine if crashes are considered Sleepy/Fatigued Driving:

Physical Condition – Fatigued or Asleep = True


Work Zone Involvement

The following logic is used to determine if crashes are considered Work Zone Involvement:

Work Zone = One of the following values: "Work Zone – Construction," "Work Zone – Maintenance," or "Work Zone – Utility."


Rail Involvement

The following logic is used to determine if crashes are considered Rail Involvement:

Crash Classification = Railroad Train


Transit/Bus Involvement

The following logic is used to determine if crashes are considered Transit/Bus Involvement:

Vehicle Use 1 = One of the following values: "Church Bus," Charter/Tour Bus," "Intercity Bus," "Other Bus," "School Bus," "Shuttle Bus," or "Transit/Commuter Bus."


Animal/Wildlife Involvement

The following logic is used to determine if crashes are considered Animal/Wildlife Involvement:

First Harmful Event = Collision with Animal
