WisDOT - Countermeasure Logic

This article outlines the countermeasure logic used for the applications in WisDOT's instance of AASHTOWare Safety.

The following Countermeasures are available as filters in AASHTOWare Safety and will appear as recommended countermeasures in each application. Each Countermeasure and the logic used to identify crashes associated with that countermeasure are documented below.

Potential Engineering Countermeasures (Intersections)


Rural Roundabout (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Rural Roundabout (KAB) Countermeasure:

IF

Intersection ID Is Not Blank

AND

Area Type = Rural

AND

Traffic Control (Intersections) = TWSC

AND

Crash Injury Severity = Any of the following (K, A, B)


Urban Roundabout (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Urban Roundabout (KAB) Countermeasure:

IF

Intersection ID Is Not Blank

AND

Area Type = Urban

AND

Crash Injury Severity = Any of the following (K, A, B)


Rural Roundabout (KA)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Rural Roundabout (KA) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Rural

AND

Traffic Control (Intersections) = TWSC

AND

Crash Injury Severity = Any of the following (K, A)


Urban Roundabout (KA)

The following logic is used to determine if crashes would be potentially mitigated by the Urban Roundabout (KA) Countermeasure:

Intersection Lighting (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Intersection Lighting (KAB) Countermeasure:

AND

Lighting Condition = Dawn, Dusk, Dark/Unlit, Dark-Unknown Lighting

AND

Crash Injury Severity = Any of the following (K, A, B)


High Friction Surface Treatment Urban Intersections (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the High Friction Surface Treatment Urban Intersections (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Urban

AND

Roadway Condition = Snow, Slush, Ice, Wet

OR

Weather Condition = Snow, Rain, Sleet/Hail

AND

Crash Injury Severity = Any of the following (K, A, B)


Rural Restricted Crossing U-Turn (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Rural Restricted Crossing U-Turn (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Rural

AND

Freeway/Expressway = Non-Freeway

AND

Divided/Undivided (Segments) = Divided

AND

Manner of Collision = Front to Side, Front to Front, Sideswipe/Opposite

AND

Crash Injury Severity = Any of the following (K, A, B)


Urban Superstreet/Restricted Crossing U-Turn (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Urban Superstreet/Restricted Crossing U-Turn (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Urban

AND

Freeway/Expressway = Non-Freeway

AND

Divided/Undivided (Segments) = Divided

AND

Crash Injury Severity = Any of the following (K, A, B)


Rural Failure to Stop Improvements (KABC)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Rural Failure to Stop Improvements (KABC) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Rural

AND

Traffic Control (Intersections) = TWSC

AND

Driver Possible Contributing Circumstance [Any] (DRVRPC##) = Disregarded Stop Sign (DSS) DSS (Disregarded Stop Sign)

AND

Crash Injury Severity = Any of the following (K, A, B, C)


Signal Visibility Improvements Urban Intersections (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Signal Visibility Improvements Urban Intersections (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Urban

AND

Traffic Control (Intersections) = Signal

AND

Manner of Collision = Front to Side

AND

Crash Injury Severity = Any of the following (K, A, B)


Rural Left Turn Lane (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Rural Left Turn Lane (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Area Type = Rural

AND

Traffic Control (Intersections) = TWSC

AND

Manner of Collision = Front to Rear

Crosswalk Visibility Enhancements (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Crosswalk Visibility Enhancements (KABCO) Countermeasure:

Intersection ID Is Not Blank

AND

Vulnerable Road User Involved = Yes


Offset Left Turn Lane (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Offset Left Turn Lane (KAB) Countermeasure:

Manner of Collision = Front to Side, Front to Front, Sideswipe/Opposite

Offset Right Turn Lane (KABC)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Offset Right Turn Lane (KABC) Countermeasure:

Permissive Left Turn Lane Modifications (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Permissive Left Turn Lane Modifications (KABCO) Countermeasure:

Traffic Control (Intersections) = Signal

AND

Manner of Collision = Front to Side, Front to Front, Sideswipe/Opposite

AND

Driver Action [Any] (DRVRDOIN##) = Left Turn (LT TRN)


Free-Flow Right Turn Lane (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Free-Flow Right Turn Lane (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Traffic Control (Intersections) = Signal

AND

Manner of Collision = Front to Rear

AND

Driver Action [Any] (DRVRDOIN##) = Right Turn (RT TRN)

AND

Crash Injury Severity = Any of the following (K, A, B)


Signal - Crash Warrants (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Signal - Crash Warrants (KAB) Countermeasure:

Intersection ID Is Not Blank

AND

Traffic Control (Intersections) = TWSC

AND

Manner of Collision = Front to Side, Front to Front, Sideswipe/Opposite, OR Vulnerable Road User Involved = Yes

AND

Crash Injury Severity = Any of the following (K, A, B)


Signal - Rural Volume Warrants Case 1 (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Signal - Rural Volume Warrants Case 1 (KABCO) Countermeasure. See FDM 11-50-50 for more information.

Intersection ID Is Not Blank

Area Type = Rural

Traffic Control (Intersections) = TWSC, Other, AWSC

AND

Major Road AADT = ≥ 5,600

AND

Minor Road AADT = ≥ 3,400


Signal - Rural Volume Warrants Case 2 (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Signal - Rural Volume Warrants Case 2 (KABCO) Countermeasure. See FDM 11-50-50 for more information.

Signal - Urban Volume Warrants Case 1 (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Signal - Urban Volume Warrants Case 1 (KABCO) Countermeasure. See FDM 11-50-50 for more information.

Midblock Visibility Enhancements (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Midblock Visibility Enhancements (KABCO) Countermeasure:

Cable Barrier (KABCO)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the Cable Barrier (KABCO) Countermeasure:

4 to 3 Lane Conversion (KABC)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the 4 to 3 Lane Conversion (KABC) Countermeasure:

Intersection ID Is Blank

AND

Divided/Undivided = Undivided

AND

Number of Lanes = 4

AND

Segment Length = ≥ 0.10 Miles

AND

Crash Injury Severity = Any of the following (K, A, B, C)


4 to 5 Lane Conversion (KAB)

Countermeasure Logic

The following logic is used to determine if crashes would be potentially mitigated by the 4 to 5 Lane Conversion (KAB) Countermeasure:

Number of Lanes = 4

AND

2 to 3 Lane Conversion (KAB)
