TXDOT - Behavioral Countermeasures Logic

The logic for the behavioral countermeasures configured in TXDOT's AASHTOWare Safety instance.

Impaired Driving – Alcohol and Drugs


High Visibility Saturation Patrol – Impairment

Definition: Any crash where one or more drivers involved in the crash event were under the influence of Alcohol OR Drugs.

The following logic is used to determine if crashes would be potentially mitigated by the High Visibility Saturation Patrol – Impairment Countermeasure:

IF DUI Related (All) = True

OR

IF Contributing Factors = any of: Had Been Drinking, Taking Medication, Intoxicated - Alcohol, or Intoxicated - Drug

OR

If BAC ≥ .001

OR

IF Alcohol Test Result = Positive

OR

IF Drug Test Result = Positive


Youth Programs – Impairment

Definition: Any crash where drivers aged 16 -20 who were involved in the crash event were under the influence of Alcohol OR Drugs.

The following logic is used to determine if crashes would be potentially mitigated by the Youth Programs – Impairment Countermeasure:

DUI Related (All) = True

AND

Driver Age is between 16 and 20


Restraint Use


Short Term, High Visibility Seat Belt Law Enforcement

Definition: Any crash where one or more occupants was not wearing a seat belt or was not properly restrained in a child safety seat during the crash event.

The following logic is used to determine if crashes would be potentially mitigated by the Short Term, High Visibility Seat Belt Law Enforcement Countermeasure:

IF Occupant Restraint Used = None


Short Term, High Visibility Child Restraint/Booster Law Enforcement

Definition: Any crash where a child under the age of 8 was not properly restrained in an approved child safety seat or booster seat during the crash event.

The following logic is used to determine if crashes would be potentially mitigated by the Short Term, High Visibility Child Restraint/Booster Law Enforcement Countermeasure:

IF Age < 8

AND

IF Occupant Restraint Used is not any of: Child Seat, Facing Forward; Child Booster Seat; Child Seat, Unknown; or Child Seat, Facing Rear


Speed Management


High Visibility Speed Enforcement

Definition: Any crash where excessive speed or failure to control speed was identified as a contributing factor in the crash event.

The following logic is used to determine if crashes would be potentially mitigated by the High Visibility Speed Enforcement Countermeasure:

IF Speed Related = True

OR

IF Contributing Factors is any of: Unsafe Speed, Speeding (Over Limit), or Failed To Control Speed


Distracted Driving


High Visibility Cell Phone and Distracted Driving Enforcement

Definition: Any crash where driver distraction, including cell phone use, was identified as a contributing factor in the crash event.

The following logic is used to determine if crashes would be potentially mitigated by the High Visibility Cell Phone and Distracted Driving Enforcement Countermeasure:

IF Cell Phone Related = True

OR

IF Distracted Driving Related = True

OR

IF Contributing Factors is any of: Cell/Mobile Device Use - Talking, Cell/Mobile Device Use - Texting, Cell/Mobile Device Use - Other, Cell/Mobile Device Use - Unknown, Cell/Mobile Phone Use, Distraction In Vehicle, or Driver Inattention


Teen Driving


Enforcement of GDL and Zero-Tolerance Laws

Definition: Any crash involving a driver between the ages of 16 and 20 that occurred during overnight hours when graduated driver licensing restrictions are commonly applicable.

The following logic is used to determine if crashes would be potentially mitigated by the Enforcement of GDL and Zero-Tolerance Laws Countermeasure:

IF Driver Age is between 16 and 20

AND

IF Crash Time is between 12:00 AM and 5:00 AM


Older Drivers


Law Enforcement Roles – Older Drivers

Definition: Any crash involving a driver aged 65 or older.

The following logic is used to determine if crashes would be potentially mitigated by the Law Enforcement Roles – Older Drivers Countermeasure:

IF Driver Age ≥ 65


Pedestrian Safety


Safe Routes to School

Definition: Any pedestrian- or bicyclist-related crash occurring near a K–12 school during typical school travel hours.

The following logic is used to determine if crashes would be potentially mitigated by the Safe Routes to School Countermeasure:

IF Pedestrian Related = True

OR

IF Pedalcyclist Related = True

AND

IF Crash Location is within 1 mile of a K–12 School

AND

IF Crash Time is between 6:00 AM and 5:00 PM


Impaired Pedestrian Patrol

Definition: Any crash involving a pedestrian who tested positive for alcohol or drugs.

The following logic is used to determine if crashes would be potentially mitigated by the Impaired Pedestrian Patrol Countermeasure:

IF Person Type = Pedestrian

AND

IF Alcohol Test Result = Positive

OR

IF Drug Test Result = Positive


Pedestrian Enforcement Strategies

Definition: Any crash involving a pedestrian where failure to yield was identified as a contributing factor by either a motorist or pedestrian.

The following logic is used to determine if crashes would be potentially mitigated by the Pedestrian Enforcement Strategies Countermeasure:

Motor Vehicle Enforcement

IF Contributing Factors = Failed to Yield Right of Way – To Pedestrian

Pedestrian Enforcement

IF Contributing Factors = Pedestrian Failed To Yield Right Of Way To Vehicle


Bicyclist Safety


Bicycle Enforcement Strategies

Definition: Any crash involving a bicyclist.

The following logic is used to determine if crashes would be potentially mitigated by the Bicycle Enforcement Strategies Countermeasure:

IF Pedalcyclist Related = True

OR

IF Person Type = Pedalcyclist
