Added functionality in Advanced Network Screening to use percentile operators with certain filters to identify locations that rank in the highest or lowest percentage range for a selected performance measure

Users can now add a comparison row to Network Screening results to compare location-specific performance measures against averages or percentiles for other geographic areas.

Added the ability to pre-populate agency asset data in Alternative Design, removing the need for users to manually enter data housed in our system.

Added the ability to upload a shapefile as an applied polygon filter in a single saved Crash Query.

Added the ability for users to display values in Chart Builder pivot tables as a percentage.
